Curly hair should be either very short, neck length or long, waist length.

If you want it short, try a layered cut.

If you have long hair, cut it in a U shape behind to have shorter strands on the outside. Use a special shampoo so that it does not get into tangles.

Also, you can pin up your hair in so many different way and let just the right amount of strands curl down on the sides and at your neck.

However, keep in mind that short hair can be a mass of short curls.
